Dear Chairman Skelton & Honorable Committee Members:
On behalf of the 11 million residents of Gyeonggi Province, I would like to warmly welcome you to Korea and express sincere gratitude for your esteemed attention to the status and realignment of US Forces Korea. Gyeonggi Province is deeply grateful to all US service members who have devoted themselves to democracy and peace on the Korean Peninsula.
As you are aware, Gyeonggi Province surrounds the Korean capital of Seoul and directly borders North Korea. Accordingly, we are home to approximately 90% of US military forces stationed in Korea including the 2nd Infantry Division and 7th Air Force. In addition, Pyeongtaek City, which is also located in our province, will become the new home of the US Forces Korea headquarters.
Based on our deep appreciation for the US-ROK alliance, Gyeonggi Province has been providing the fullest support possible for the successful realignment of US military forces within Korea in line with the Land Partnership Plan and Yongsan Relocation Plan finalized in 2004. Our efforts include the construction of necessary infrastructure as well as international hospitals and schools so as to provide an ideal living environment for US military personnel and their families.
However, the continued postponement of this realignment process has deeply affected provincial residents in the areas involved. In the city of Dongducheon, where more than 40% of the land is allotted to US Forces Korea including Camp Casey and Camp Hovey, the delayed closure of these installations has prevented local residents from proceeding with new development plans; this has resulted in great confusion and considerable economic loss.
At the same time, the citizens of Pyeongtaek City have undertaken substantial preparations with the expectation that the US Forces Korea headquarters would soon relocate totheir city. The delay in this relocation has resulted in social instability and massive financial losses for those involved.
The people of Gyeonggi Province have long been staunch supporters of the US-ROK alliance and the US military forces stationed inKorea, but the postponed relocation has disheartened many. Therefore, on behalf of the residents of Gyeonggi Province, I seek your support in the swift relocation of US Forces Korea so that US military personnel as well as the local residents involved will not be negatively affected.
We are very much looking forward to welcoming more US military personnel and families to our province and building an even stronger alliance by creating solid partnerships between US military forces and the local community.
