On behalf of the people of Gyeonggi Province in the Republic of Korea, I would like to wish you a happy and prosperous 2010. I would also like to express sincere appreciation for your efforts to preserve security on the Korean Peninsula as well as peace in Northeast Asia and around the world.
Approximately 90% of the US military forces in Korea including the 2nd Infantry Division and the 7th Air Force are stationed in cities of Gyeonggi Province such as Donducheon, Uijeongbu, and Pyeongtaek. Ever since the Korean War, the Republic of Korea has remained divided along the De-militarized Zone (DMZ); Gyeonggi Province occupies a strategic point facing North Korea across the DMZ where the greatest concentration of US military forces on the peninsula are located.
The Republic of Korea will always remember each and every one of the more than 30,000 US soldiers who sacrificed their lives for the freedom and peace of Korea during the Korean War. Concurrently, on behalf of the 12 million residents of Gyeonggi Province, I would like to convey deepest gratitude to all US military personnel in Korea.
In December 2004, as part of the relocation plan for US Forces in Korea, the United States and the Republic of Korea agreed to relocate Yongsan Garrison by the year 2008 and US bases currently stationed north of Han River by the year 2011 in accordance with the new agreement on the Land Partnership Plan (LPP) and the Yongsan Relocation Plan (YRP). As you are aware, these plans call for the relocation and expansion of the US Forces Headquarters in Yongsan, Seoul, and the 2nd Infantry Division now stationed north of the Han River to Camp Humphreys in Pyeongtaek City of Gyeonggi Province.
In April of 2004, the Gyeonggi Provincial Government organized a separate administrative division to facilitate the relocation of the US Forces in Korea and provided support in such areas as master planning and infrastructure so as to ensure the success of the overall relocation plans.
However, the construction of Pyeongtaek base, which was due for completion by the year 2008, is still ongoing and the completion date for relocation is uncertain due to delays in the agreement on cost bearing pending decisions on major detailed facilities.
Based on the initial relocation plans for Camp Casey and Camp Hoby in Dongducheon City and for Camp Stanley and Camp Jackson in Uijeongbu City, which were to have been completed by the year 2011, the city governments prepared new town development plans with sites for colleges and industrial parks. These cities now face hardships in attracting investment due to the difficulties in preparing a timeline for use of the returned base sites and rising land costs.
The problem is especially severe for Donducheon City where the size of the land being returned accounts for 42% of the total city area. Four hundred small business owners cannot decide when to move, and 3,000 people working on the US bases suffer anxiety caused by the uncertainty. In Pyeongtaek City, more than 1,000 new houses were built to prepare for the relocation, but with the delay, the building owners are forced to pay heavy interest without having any tenants.
Along with the people in the Gyeonggi Province, I am confident that our two nations, as strong allies, will continue to solidify mutual trust and develop future-oriented partnerships. Each and every single resident of Gyeonggi Province supports this idea; however, due to the changes and delays in the relocation of US Forces to Pyeongtaek City, many local residents are suffering tremendously.
On behalf of the 12 million residents of Gyeonggi Province, and in the spirit of mutual cooperation between our two countries, I strongly request the relocation of the US Forces in Korea as soon as possible so that city governments can avoid difficulties in planning and executing projects with the land being returned.
Please be assured that Gyeonggi Province will always remain one of the closest friends of the US Forces in Korea as they serve to protect global peace, freedom and democracy.
